Testing Program

Fair housing testing is a controlled method for measuring and documenting variations in the quality, quantity and content of information and services offered or given to various home seekers by housing or housing service providers. The testing process has been confirmed by the U.S. Supreme Court as an important and valid fair housing investigation tool. The Court stated that because the tester may have approached a housing provider aware that the tester may receive false information or without any intention of buying or renting a home, does not deprive the tester of his or her right to receive truthful information.

A test pairs two individuals that have been assigned similar profiles qualifying them to rent or purchase a home. The only difference in the profiles is the protected class i.e. race, religion, color, national origin, familial status, sex or disability. Comparing the experience of the tester's will determine whether or not discriminatory treatment has occurred.
